The challenge

An Australian territorial government needed a contingent staffing solution that could provide more cost savings than its existing vendor management system (VMS) could. It also needed to reduce manual processes, minimise administrative errors, and comply with new contracting standards, which established stricter requirements for data security and privacy.

The government wanted to ensure policy compliance through the use of role-based permissions within the VMS and obtain enhanced reporting functionality. Convinced that their incumbent VMS provider was unable or unwilling to provide the required level of service and lacked the commitment to innovation required to deliver a future-proof solution, they turned to Beeline.

The solution

Beeline was implemented to manage and automate contingent staffing across all 25 government entities, including all government directorates, public authorities, and territory-owned corporations. Beeline was able to provide a complex and nuanced solution that meets the needs of all the entities and provides a seamless solution that is “fit for purpose” today and future-proofed to facilitate a quick expansion into services procurement and enable further integrations once the government’s technology stack has evolved. To prepare for the implementation, the government dedicated four weeks to data cleanup and restructuring prior to entering the data into Beeline. After data cleanup and restructuring were completed, Beeline successfully implemented a contingent staffing solution that met or exceeded all of the Government’s stated objectives for the project.

Beeline was implemented on schedule despite government-mandated COVID-19 restrictions, delivering greater visibility of contingent staff, reducing security risks, and improving compliance through the proper classification of all workers. It also serves as a single source of truth for all data involving the contingent workforce.  Integration with the government data enables better reporting and facilitates quicker responses to questions on notice and to other Ministerial inquiries.

Through the reporting suite and analytics toolkit, Beeline provides enhanced analysis and reporting, both contextually and at the point of decision. With its intuitive user interface and improved process automation, Beeline also enhances the user experience, which has helped increase user satisfaction and program adoption.

The results

The government has been very forthcoming about its satisfaction with its substantially more capable contingent workforce solution, and its leadership has praised Beeline’s flexibility, responsiveness, and ability to adapt to new protocols and communication channels for training and deployment. Beeline currently manages approximately AU$62 million in contingent staffing spend for the entities of the territorial government.
